Many changes were made along with revitalization, such as the closure of the Great Western Sugar Factory in 1955 and a new charter for the city, which adopted a council-manager model of government in 1954. Similar to the revitalization, Colorado State University saw its enrollment increase twofold during the 1960s and was the city’s main economic force at the end of this century.

Fort Collins was a conservative city that gained its reputation in the 20th century. The prohibition on alcohol, which was a controversial issue in the early years of the town’s history, was kept from the late 1890s to 1969 when student activism brought it to an end. Civil rights activism and antiwar disturbances increased tensions in the same time period. Several buildings were also set on fire at the CSU campus.
